Is it worth coating concrete up here at all, given the conditions?

Absolutely, provided it is specified for the desert rather than for the valley. Plenty of high desert concrete looks poor simply because it was finished with a system chosen for milder ground. Done properly it holds up perfectly well.

My garage floor has years of oil stains. Is it too far gone?

Almost certainly not. Oil sits in the top of the slab and comes out with degreasing and mechanical grinding — that is routine work, not a problem. What we look for on the estimate is whether it has soaked deep enough to keep bleeding back, which is rare and which we would tell you about before you committed to anything.

What is hot-tire pickup and will it happen to mine?

It is when a hot tire bonds to a coating and lifts it off the floor when you pull out. It happens to coatings that never bonded properly in the first place — thin roll-on kits over sealed concrete are the usual culprits. A ground and properly bonded system does not do it.
